    Carrier Aggregator

A carrier aggregator is a wholesale messaging provider with direct connections to mobile network operators, used by CPaaS platforms and large brands to send SMS and RCS at scale across many carriers through a single API.

The plumbing layer of A2P messaging

Behind every CPaaS, behind every brand sending bulk SMS or RCS, there is at least one carrier aggregator. They are the wholesale telecom companies that hold the direct interconnects with mobile network operators and resell that capacity, plus a thin platform layer, to anyone sending messages at volume.

If RCS is the protocol, MaaP is the carrier-side platform, and CPaaS is the developer-facing layer, the aggregator is the wholesaler that makes the bandwidth flow.

    What aggregators do

    • Negotiate and maintain commercial agreements with mobile operators
    • Hold the technical interconnects (SS7, SMPP, REST APIs, MaaP integrations)
    • Run the message routing infrastructure: route by destination, time, price, and quality
    • Handle regulatory filings, sender registration, and compliance with operator rules
    • Sell capacity wholesale to CPaaS platforms, large brands, and other resellers

Why CPaaS platforms use multiple aggregators

A CPaaS rarely relies on a single aggregator. Routing the same message can vary in price, latency, and delivery quality from one aggregator to another, and the best route changes by destination country, by carrier, by time of day, and by message type. A modern CPaaS runs intelligent least-cost routing across a panel of aggregators, with quality monitoring on every route.

    The RCS twist

For RCS, the aggregator landscape is being redrawn. Some traditional SMS aggregators have invested heavily in MaaP and RBM connectivity. Some new entrants are RCS-first specialists. The choice of aggregator increasingly determines which carriers and brands a CPaaS can support for verified RBM agents and rich messaging.

    What brands should know

Most brands never deal with aggregators directly, but two things are worth knowing:

    • The aggregator panel sitting behind your CPaaS partner is part of what determines your delivery quality, your geographic reach, and your eligibility for premium message types like verified RCS
    • When evaluating a CPaaS, ask about their RCS aggregator relationships, their MaaP coverage, and their direct-to-carrier connections, especially in the markets you care about most

    Frequently asked questions

What is the difference between an aggregator and a CPaaS?
An aggregator is a wholesale telecom provider with direct carrier connections. A CPaaS is a developer-facing platform that sits on top of one or more aggregators and adds APIs, tooling, and applications.
Do brands ever connect directly to aggregators?
Very large brands sometimes do, especially for very high SMS volume. Most brands get better economics and easier compliance going through a CPaaS that already aggregates aggregators.
    How do aggregators route RCS?
Through MaaP integrations and direct connections to RBM. Quality, coverage, and pricing vary by aggregator, which is why CPaaS platforms typically work with several.
